Procurement Manager

We are looking for a Procurement Manager to provide strategic procurement expertise to the business controlling a £25m spend.  For this role we are looking for someone to lead the procurement function and also work as a team player within the business.

 You will be expected to:

  • Negotiate with suppliers and subcontractors to maximise favourable business terms relating to Price, Quality, Delivery and Value added benefits.
  • Identify cost down initiatives for all expenditure.
  • Introduce a value for money culture across all procurement activity.
  • Provide expert advice on the complete life cycle, addressing and minimising risk factors.
  • Facilitate, evaluate and negotiate tenders throughout the supply chain process.
  • Represent the company at a senior level with suppliers and subcontractors to forge excellent relationships.
  • Work alongside operational teams to implement robust purchasing management and service level agreements, and Key Performance Indicators, to deliver excellent service standards and continuous improvement.

 You will be expected to have:

  • Extensive experience of procurement in a service orientated and commercial environment.
  • Experience of adding value and additional commercial benefit through the development of constructive supplier relationships
  • Experience of managing the complete supply chain tendering process
  • Experience of implementing Service Level Agreements and Key Performance Indicators in relation to Contract Management.
  • Excellent knowledge of EU procurement regulatory requirements and risk mitigation strategies
  • Excellent knowledge and understanding of business management principles including decision making, negotiation, planning, budgeting and projections.
  • Strong negotiation skills.
  • Excellent oral and written communications
  • Excellent knowledge of Microsoft Office

Commercial Manager

We are currently seeking a Commercial Manager to join our team based in Oldham, OL9 9XA.

 Key Responsibilities:

  • All PQQ/ITT submissions
  • Undertaking costs analysis for repair, maintenance and planned work;
  • Identifying, analysing and developing treatments of commercial risk;
  • Producing valuations of completed work and arranging payments;
  • Assisting in establishing a client’s requirements and undertaking feasibility studies;
  • Assisting client/client’s agent with tender/contract documents
  • Analysing outcomes and writing detailed progress reports including cash flows, forecasts and retention detail;
  • Providing advice on pricing strategy;
  • Providing advice on contractual issues and claims;
  • Maintaining awareness of the different building contracts in current use;
  • Understanding the implications of health and safety regulations.
  • Line management responsibilities

 Key Outcomes:

  • Bid opportunities identified and effectively managed
  • Meeting defined success rates for PQQ/ITTs
  • Consistent approach to pricing across the business
  • Effective cost management
  • Post tender cost analysis reports
  • Financial measurement reports on contracts
  • End point forecasting of cost and time using EV
  • VfM measures on contracts (client VfM & City Response VfM)
  • Efficiency feedback to the Management Team

 Skills and Experience:

 Essential:

  • Quantity Surveying experience at a senior level.
  • Project Management experience.
  • Technical competence.
  • Use of EV as a project forecasting technique
  • Negotiation skills.
  • Excellent planning and communication skills.
  • Excellent organisational skills.
  • Strong leadership skills and the ability to work with others

 Desirable:

  • Good knowledge of key players within the industry
  • Experience of expanding a department within a successful business
  • M & E pricing experience
